B2G (public sector)

Invoices to public sector bodies.

Where do I find the Contracting Authority code, and how do I check the contract details (ΑΔΑΜ, ΑΔΑ, CPV)?

You find the Contracting Authority code in the GSIS register of contracting authorities, searching by the public body's VAT number or its ΑΑΗΤ code. It goes in buyerIdentifiers[].buyerIdentifier, and it is what routes the invoice.

You check the contract details in ΚΗΜΔΗΣ (the Greek public procurement register), menu "Συμβάσεις" (contracts), searching by ΑΔΑΜ: it shows the ΑΔΑ, the CPV codes of the items and the ΠΔΕ project code (Ενάριθμος). The ΑΔΑΜ goes in contractReference and the CPV on every line, in itemClassificationIdentifiers. If something does not match, your client sorts it out with the public body before issuing.

Which budget type (budget.type) do I use, and what goes in budget.identifier?

The type decides which public-sector system the invoice goes to for payment, so confirm it with the public body:

budget.type When budget.identifier Goes to
1 Central Administration body (article 14, law 4270/2014), expense of the Regular Budget ΑΔΑ of the commitment decision ΟΠΣΔΠ
2 Expense of the Public Investment Programme (ΠΔΕ) The project code (Ενάριθμος), as in the ΣΑ and the contract e-ΠΔΕ
3 Expense of the body's own budget (e.g. a municipality, a public-law entity) ΑΔΑ of the commitment decision The body's own information system

In a 5.2 credit note, for type 1 or 3, budget.identifier stays empty.

What are the ΑΔΑ and the Ενάριθμος? What do I do if there is no contract?
  • ΑΔΑ: the unique number of the commitment decision (ΑΑΥ) posted on Diavgeia. With the ΑΑΥ the public body reserves the funds before the expense, and the ΑΔΑ is stated in the contract. Multi-year expenses have more than one ΑΑΥ: if the contract does not say which one applies, ask the department of the body that runs the contract.
  • Ενάριθμος: the 14-digit code of a ΠΔΕ project, from the e-ΠΔΕ system. The first 4 digits are the year the project was first included, followed by the code of the collective decision (ΣΑ) and the project's serial number. It is stated in the contract as the source of funding; if you cannot find it, ask the Contracting Authority.
  • No contract: put "0" in contractReference. For budget.identifier, contact the public body.

What do the errors BR-CL-23, BT-158-EMPTY-VALUES and 222 mean on a B2G invoice?
Error What it means What to do
BR-CL-23 "Unit code MUST be coded according to the UN/ECE Recommendation 20…" The unit of measure is not a UN/ECE Rec. 20 code Map your units to a UBL code in QuantityUnitsUblCode, e.g. H87 or EA (piece / unit), KGM (kilogram), LTR (litre), HUR (hour).
BT-158-EMPTY-VALUES A line has no CPV code Fill in itemClassificationIdentifiers[].classificationIdentifier on every line. The CPV is in the contract.
222 "NetValue per line must have value greater than 0…" A line with zero net value Every line needs a netValue greater than 0.

BR-… / BT-… errors come from the public sector e-invoicing platform (ΚΕΔ). For anything you cannot fix on your side, the contact details are on the GSIS e-invoicing page. 222 is an AADE error.

Which API fields hold the B2G invoice data (e.g. BT-10 'Buyer reference', BT-9, BT-70), and what do I need to fill in for the invoice to be issued?

The EN 16931 data goes in providerB2gAdditionalInvoiceDetails. BT-10 is buyerReference, BT-9 is dueDate (payment due date; for partial payments, the first one) and BT-70 is partyName: the unit of the public body that physically receives the goods or services, without being the Contracting Authority itself (e.g. "Medical supplies warehouse"). You also need contractReference, budget, the Contracting Authority code in buyerIdentifiers, and on every line QuantityUnitsUblCode, itemClassificationIdentifiers (CPV) and itemCodification. The payment method is always 5 (on credit), with the bank account to be paid into in credits[]. If required fields are missing, the invoice is not issued, so start from the ready-made B2G examples.

Do I need a separate API key to test public sector invoices (SendInvoicesB2G) in the sandbox?

Yes. For SendInvoicesB2G you need a separate B2G sandbox key, which you request from Novus. With the regular key, the call is rejected with HTTP 401 "You don't have the authority…". In production, B2G issuing is activated separately and has its own credit balance.

Why is a 5.1 credit note to a public sector body (B2G) not accepted?

In SendInvoicesB2G the credit note is 5.2. Type 5.1 is not one of the allowed B2G types (1.1, 1.6, 2.1, 2.4, 3.1, 3.2, 5.2, 6.1, 6.2, 7.1). In a 5.2, contractReference stays empty, and for budget type 1 or 3, budget.identifier also stays empty.

Why does B2G invoicing fail for one client, while their other documents are issued normally?

The B2G service is activated separately for each client and is charged from a separate B2G balance (1 credit per invoice). If the client's B2G service is not active or has not been renewed, invoices to the public sector are not issued, while other documents continue normally. Contact Novus for activation or renewal, and resend once it is confirmed.
